About Us
Welcome to the East Montgomery County Improvement District (EMCID) — a 158-square-mile area just 25 minutes northeast of downtown Houston, where more than 100,000 residents call the communities of New Caney, Patton Village, Porter, Roman Forest, Woodbranch Village, Splendora and Kingwood home. Nestled among the pine trees and palmettos, East Montgomery County has grown from a quiet corner of the region into one of its most dynamic areas of growth and development. That transformation traces back to 1997, when community members envisioned a district built to serve its own future — encouraging state legislation to create EMCID. Voters approved the district as a taxing authority, empowering it to invest sales tax revenue directly into economic development, community growth and educational opportunity for residents across eastern Montgomery County. Today, that vision continues to drive EMCID's mission: building a thriving, connected community where businesses grow, families flourish and East Montgomery County's best days are ahead.
