Commissioner Gray recalls watching his stepdad work as a road foreman under Commissioner Rinehart. Inspired by Ed’s work ethic and passion for infrastructure, young Matt joined the team to learn firsthand how leadership and dedication could transform a community. "Ed’s personality was as big as the county," Matt shares. "He truly cared about the people here, and his hearty laugh was unforgettable." Ed’s compassion shone brightest in his care for seniors and youth. From creating the senior center at Bull Sallas Park to supporting Meals on Wheels and youth programs, Commissioner Rinehart's efforts ensured the well-being of every generation. “He started many traditions,” says current Commissioner Gray. “His ability to connect with people and provide for those in need set a standard we strive to uphold daily.”
Commissioner Rinehart's leadership philosophy—managing resources wisely, making tough decisions, and staying directly involved—continues to inspire Commissioner Gray's approach as commissioner. Ed’s hands-on style and commitment to replacing clay and gravel roads with blacktop for Precinct 4 are accomplishments Matt now works to maintain and expand. Ed’s influence extended beyond infrastructure; he shaped the way public service is perceived in EMC. Looking to the future, Commissioner Gray adds, “I want my legacy to be focused on my regional drainage and mobility improvement. Growing up here, my visions align with Commissioner Rinehart's viewpoints, and I'm trying to continue those programs and policies he started that are so valuable—like the senior center and being involved with the youth. For example, the fair association and the improvement and growth of new and old community parks where our children will make memories growing up here.”
