This year marks an important milestone for the Windsor Downtown Alliance (WDA) as we celebrate fifteen years of downtown investment, partnerships, and revitalization efforts that continue to shape the heart of our community.
Established in 2011, the Windsor Downtown Development Authority was created with a vision to preserve downtown Windsor’s historic character while encouraging economic growth, supporting businesses, and making strategic investments that enhance the experience for residents and visitors alike.
Fifteen years later, downtown Windsor continues to thrive.
Since the WDA’s inception, property values within the district have increased from approximately $15 million in 2011 to more than $60 million in 2026, representing a 300% increase in total valuation. Annual sales tax collections generated within the district have grown from approximately $250,000 in 2011 to nearly $800,000 in 2026, an increase of more than 220%. These figures reflect the confidence property owners, businesses, investors, and customers have in the future of downtown Windsor.
These investments are paying dividends. New businesses continue to open, existing businesses are expanding, and redevelopment opportunities are emerging throughout the District.
One of the most significant milestones in recent years occurred in 2023 when the WDA transitioned to a full-time professional staff model. This investment in organizational capacity has allowed the Alliance to increase its focus on economic development, grant administration, redevelopment initiatives, infrastructure planning, and enhanced business support services.
Today, the WDA produces eight major community events annually, drawing thousands of visitors to downtown Windsor. Signature events such as Wine Walks, Oktoberfest, Blues & Brews, holiday celebrations, and seasonal experiences help create vibrancy while supporting local businesses and generating economic activity.
Yet events are only one component of the organization’s broader mission.
The WDA has increasingly focused on long-term infrastructure investments designed to improve downtown’s functionality, accessibility, and attractiveness for decades to come. Since 2023, the organization has secured more than $1,200,000 in grants and outside funding to support downtown initiatives, improvements, and revitalization efforts.
In addition, more than $5 million in public infrastructure projects are currently underway or planned within downtown Windsor, including utility undergrounding, Main Street rehabilitation planning, and construction of the new 400-block public parking lot. The Alliance is grateful for the Town of Windsor’s continued commitment to downtown and for investing over $4 million toward the creation of the new parking lot, which will provide 124 public parking spaces and upgraded water and sewer infrastructure to support future growth and redevelopment.
Equally important is the Alliance’s commitment to private investment.
During 2025 and 2026 alone, the WDA approved more than $250,000 in façade and building improvement grants, helping downtown property owners reinvest in their buildings, improve business visibility, and preserve the historic character that makes Windsor unique. These programs leverage private investment while creating a more inviting downtown environment for everyone.
As the organization enters its fifteenth year, 2026 has been designated as the WDA’s “Year of Process.”
This initiative recognizes that successful downtown revitalization requires not only projects, but systems, transparency, and communication. The Alliance is implementing new tools and procedures to improve how it serves businesses, property owners, volunteers, sponsors, and community partners.
One of these investments includes the implementation of Salesforce, a centralized customer relationship management platform that will help the organization better track business activity, property information, volunteer engagement, grant participation, communications, and economic development metrics. This technology investment will allow the WDA to make more informed decisions, improve stakeholder engagement, and better measure the impact of revitalization efforts.
Fifteen years ago, downtown Windsor was beginning its journey toward revitalization. Today, it is a thriving destination supported by strategic investments, strong partnerships, dedicated volunteers, engaged businesses, and a community that believes in the value of a vibrant downtown.
As we celebrate this milestone, we also look ahead. The next chapter includes continued investment in infrastructure, redevelopment opportunities, business support programs, and placemaking initiatives designed to ensure downtown Windsor remains the community’s gathering place for generations to come.
The work continues, but fifteen years later, there is much to celebrate.
