An Investment That Pays for Itself
A Tax Increment Financing (TIF) district isn’t an expense. It’s a reinvestment model that uses future growth to fund public improvements today.
That means no existing taxpayer dollars are diverted. Instead, as the district develops, its own success finances community infrastructure —roads, utilities, and amenities. As new businesses open, tourists visit, and property values rise, the increase in tax revenue (the increment) is reinvested in the district. Schools are not affected. Neither is the Public Safety Sales Tax, nor the Tourism, Arts, or Parks Tax.
It’s a self-sustaining ecosystem where success breeds success! This modern financing tool has built thriving districts across the country, and now it’s going to power Cleveland County’s transformation, too.

The Cleveland County Recreational and Entertainment Facilities Authority is leading the process for selecting the Architect, Operator, and Construction firm for the performance venue. The renderings shown in this article have been presented at various times throughout the discussion of the district and may or may not be the final one chosen. They are for illustrative purposes only.
Barring any further delays, the Authority is expected to decide by the end of April 2026.
