A New Promise for Baldwin County Families

Strong leadership, shared purpose and a dedicated team creating new possibilities for Baldwin County families.

Growth begins with people willing to believe more is possible. At Family Promise of Baldwin County, a dynamic team of professionals is bringing experience, compassion and fresh ideas to the mission.

Beth Biggs | Leading the Promise

Since becoming Executive Director of Family Promise of Baldwin County in 2019, Beth Biggs has been a driving force behind an organization continually growing to meet the needs of local families. With a heart firmly rooted in service, Biggs has assembled a dynamic team of professionals whose diverse experience is helping expand Family Promise into new opportunities for stability. Her leadership has created space for new programs, fresh ideas and meaningful partnerships while keeping families at the center of every decision. For Beth, growth is not simply about becoming bigger. It is about strengthening the organization’s ability to serve Baldwin County families better.

Stacey Gibbs | Opening New Doors

For Baldwin County native Stacey Gibbs, leading Family Promise’s Homeownership Assistance Program is deeply personal. As HAP Program Director, Gibbs leads a $19 million federal grant initiative designed to assist up to 200 Baldwin County households over two years. An Associate Broker with Engel & Völkers Gulf Shores, homebuyer specialist and 2024 Baldwin Realtors® Rising Star Award recipient, Gibbs combines professional expertise, local roots and lived experience. Her people-first approach reflects her guiding belief: “In order to lead, you must first be willing to serve.”

Lillian Norris | Reimagining the Promise

Director of Development Lillian Norris brings years of storytelling, public relations and community-building experience to Family Promise. Norris owns public relations firm Baldwin County Resources, has served as publisher of Macaroni KID and as Editor-in-Chief of Gulf Coast City Lifestyle for 4 years. Her work is rooted in a personal philosophy: help people help themselves so they can, in turn, help others. It is a principle she carries through her consulting work and into nonprofit development. At Family Promise, Norris is using that experience to strengthen partnerships, expand community support and reimagine A Chocolate Affair as A Night of Promise.
