California (CA) classifies eBikes into three categories. All have fully operable pedals and a motor of 750W or less. Class 1 bikes provide pedal assistance up to 20 mph, while Class 2 bikes include a throttle and can assist up to 20 mph. Both are open to riders of all ages, with helmets required for those under 18. Class 3 e-bikes provide pedal assistance up to 28 mph and require riders to be at least 16 years old. CA law also requires all Class 3 riders to wear helmets.
