Tammy Chow-Hayes is a certified cruelty and neglect investigator, and works closely with police to rescue animals that are neglected or abused. Chow-Hayes, the director of the Animal Shelter in Allen, is known by friends and staff as the “Cat Whisperer.” A strong advocate for the protection and well-being of domestic pets and wildlife, Chow-Hayes has dedicated her career to animal care. Chow-Hayes has been with the Allen Animal Shelter for 12 years and is also a senior officer with Texas Wildlife Rehabilitation.
“Occasionally, an individual arrives who, due to circumstances, decides they have to surrender their pet,” Chow-Hayes says. “We provide affordable vaccinations, flea protection, and microchipping.”
“Donations made to the shelter are used to rehome the animals,” Chow-Hayes adds. “During cold weather, city ordinances state that outdoor pets must have shelters with elevated floors, three sides, and a roof. During severe weather—such as tornadoes or snowstorms—animals cannot be tied up outside.”
Chow-Hayes also cautions against gifting pets without proper planning. “Sometimes, a well-intentioned individual decides to surprise a family member with a kitten or puppy,” she says. “We insist that the whole family be introduced first.”
Allen city ordinances require apartment residents to show proof of management approval before adopting a pet. Additionally, state law mandates that all pets have tags showing proof of vaccination.
