We sat down with Titus and CeCe Young, owners of Shepherd’s Staff In-home Care, to learn more about their journey, mission and vision. Driven by a deep commitment to compassionate care, Titus and CeCe shared insights into what inspired them to take the helm at Shepherd’s Staff, the values they uphold and how they’re impacting families across the community.
What inspired you to take over Shepherd’s Staff In-home Care, and how has your personal journey influenced the mission and values of the company?
Titus: “For me, care has always been a part of life. I started when I was 15, taking care of my grandfather, and since then, it’s been a calling. CeCe and I met in nursing school and together we founded our own care company in the UK, partnering closely with the National Health Service. When we came to the U.S., we felt deeply that our mission was to serve here in Frederick. The name Shepherd’s Staff and the former owner Angela’s vision aligned with our own values of care, integrity and compassion. It felt like a perfect fit, allowing us to carry forward this legacy.”
Shepherd’s Staff emphasizes the importance of community. Can you share a story that highlights how your services have positively impacted your clients?
CeCe: “Our commitment to the community runs deep. We partner with local churches and nonprofits and serve veterans, some of whom have been awarded Purple Hearts. One family, after working with us, shared how they could finally focus on being ‘a daughter and son’ again instead of a caregiver. Moments like these bring to life our mission of showing God’s love through care and allowing families to cherish their time with loved ones.”
How does Shepherd’s Staff differentiate itself from other in-home care providers?
CeCe: “We’re not a franchise and that personal touch makes all the difference. We’re able to develop truly personalized care plans and foster long-term relationships. With four Registered Nurses on staff, including Titus and myself, we bring a level of expertise that our clients trust. And consistency is key—clients often see the same caregivers, which builds a sense of family. Plus, our mobile app helps families stay informed and engaged with real-time updates of visits.”
The needs of seniors have evolved over the years. How has your organization adapted its services to meet these changes?
Titus: “We’re continually evolving. We use AI software to better match caregivers with clients, and our app allows families to check in without needing a home visit. Expanding into Carroll County is part of this growth, as we strive to reach even more people who need our support. Our goal is to create a seamless experience that balances compassionate in-person care with the benefits of technology.”
Looking ahead, what are your goals for Shepherd’s Staff In-home Care?
CeCe: “Our vision is to grow while remaining true to Angela’s mission. We’re building our training programs and envision creating a full-service assisted living facility that allows for continuity of care through various life stages. We want to be a resource for families, offering them peace of mind that their loved ones are in capable, caring hands.”
What advice would you give to families considering in-home care for their loved ones?
Titus: “First, clearly understand your loved one’s needs—whether physical, emotional or situational. Look for a provider with reputable credentials and mission-driven values. Involve care professionals and consult with doctors and social workers. A reputable agency will communicate openly, provide transparency on costs and offer personalized care plans. At the end of the day, you want to feel confident that your family member is not just cared for, but truly valued.”
